What’s the correct grammar here – “…did by a special resolution resolve to change its name to…”?
Should it be “resolved” and not “resolve”?

resolve — look at it like this – ‘…did resolve to…’ and you see it sounds correct.

Without context it’s difficult to say, but as is resolve looks good.
