No difference is there, although I tend to think if you’re blase you might be a bit more energetic about not giving a rat’s ar$e !!

The previous answer is not entirely correct. One who is phlegmatic tends to be difficult to arouse, dull, stoic, and unlikely to show emotion. One who is blase tends to be carefree and unaffected by negative events or emotions.
