It depends how is he connected to be your brother-in-law.

a. If he is your brother-in-law because he is your wife’s brother, then his brother would also be your brother-in-law.

b.If he is your brother-in-law because he is your sister’s husband, then his brother has no real named relationship with you other then potentially friend.
