It’s mostly a sarcastic way of saying “get lost” (go away). Meaning, that the person you’re telling this has just arrived, so it’s polite to say welcome. Nevertheless, since you’re not very fond of said person you also add goodbye, making it clear that you do not wish to “entertain” said person any further.
It’s a sort of contradiction between polite and impolite, but I suppose it sounds slightly better than “ok you’re here, now you can get lost”.
