What is a “non-question”?

I’m not talking in terms of Yahoo – a non-question in general. Is it a sentence like this: “it sounds like you are doing good” instead of asking if they are doing well. Or is it something that you arn’t supposed to talk about.

A non-question is one that is really a statment of some kind posed in the form of a question.

I always thought a “non-question” meant that the answer is so obvious, you don’t need to ask. For example, if you know your friend is grounded for a month, asking if she come hang out at the mall with you, is a non-question.
