it’s about not getting hung up in mistakes…it doesn’t matter how many you make (how many times you get down), but it matters whether or not you learn from them all and get yourself back on track (how many times you get back up)

It doesn’t matter how many times you fail or get disappointed or mistaken, etc. because what truly counts is how many times you decide to get back up on your feet and move on to improve yourself or whatever made you fail. This saying is telling you never to give up! Because that is probably one of the saddest decisions you can make in your life. Fail BUT never stop trying to succeed.
Another saying that gives out the same message is: Fall down seven, get up eight.

It means that a person may have many setbacks in life. That is out of their control often. But how the person deals with the setbacks is the key to who the person is. How dos the person recover; what does the person do; do they come out of it successfully? Did they recover well?

it means it doesn’t matter how many times you make a mistake and feel bad, it matters how many times you recover and cheer yourself up again.
