“This in regard to” is another way of saying “In regard to this.”
There’s more than one way to phrase the same sentence with the same words to mean the same thing. There is many more ways to convey the same meaning using different words in various ways.
An example of the above is the way Joda speaks in Star Wars. When or if you study a language other then English you may find that the order of nouns, verbs, subjects, et cetera, is not the same as in English, as it’s normally spoken.

For instance, if you are discussing a variety of issues at a meeting at once, but you want to discuss the specific issue of pollution at the park. You can say, “this is in regards to the pollution at the park” and then comment about it. Or you can say “in regards to the pollution problem, i believe we should…”. It means you are referring to something specific. Sorry if this didn’t make much sense but I didn’t exactly know how to explain it. Hope this helped!

For example when you write a letter in regard to a letter that was previously received you are writing the letter ‘in connection with’ the received letter.
