There is a similar saying, “God draws straight lines with crooked sticks,” from Medieval times. It seems to refer to the portrayal of saints in the Bible. They are crooked sticks, but God is able to draw straight lines with them.

It pretty much means using something deemed useless to do something great.
Ex: An NFL player scoring a touchdown with a busted pair of cleats.
Or. A student from a terrible school in the inner city, being able to use the torn apart books to study for his test and get a perfect score.
Or. Building the great wall of China with a mangled hammer and some old dusty nails.
It just means being able to do something great, without the necessities.
