It is when you tell someone not to do something that you really want them to do, because you know that if you tell them to do it, they won’t.

I am not sure if this is correct, though, here is what I hypothesize:

I think the idea of it is that you tell a person that they are good and they’ll become good because that is what you think of them.ex: Tell a person that you think they are even tempered and even if they always get angry, they wont cuz they know someone thinks highly of them for being even tempered.
