It usually refers to some words that are intentionally deleted. If it was obvious from the context that the deleted words were suggesting something a little bit nasty, that might be the reason Juan got in trouble.

he’s probably leaving out dirty words, or it could just be a habit he has that some people do when they tend to trail off and leave their sentences open-ended, like:

though I doubt there’s a reason he would go to the principals office for that, unless she’s already warned him not to use them and he’s doing it just out of spite to piss her off. More than likely he’s just leaving out dirty words and she would rather him not even include those words, implied or not.
