Does it mean that he or she got 100% or just an A in general, which could mean a 90%?

I’d say it means you got 90 to 100 percent. Technically it means you got perfect on it, but people have different standards. Most people would be thrilled with 90% on a test, so they might exclaim that they aced it. Some people have even lower standards and might consider 80% an ‘ace.’ Generally, it means you got perfect or nearly perfect.

There is no one correct answer. Some people may think one way while others agree with your second assumption. Personally, though, I think it should only mean when you get 100%. Otherwise, I would say that I got an A.

Now, that would be very subjective! To me, it means I passed that test with ease! It would mean I made a 95 or better!
Now, you put me into a calculus class…. I would “Ace” that test if i made a 70!
So, you see, it is a matter of how one views the topic they are studying and how difficult that topic can be for them.

I think that any high score qualifies, so any form of an A is “acing” a test.

It’s slang, so open to interpretation, but I take it to mean “got all the answers correct”, or a high enough average to merit an “A”
