I’m not sure what context you heard it in. It is commonly used to denote a new system “going live” or being put into use.

Sometimes this is a new computer system, or simply a new procedure for something.

I also don’t know the context. In my knowledge, a “go-liver” is a girl who’ll do anything. Not sure of your age so I won’t go into detail. ;*)
