If it is used in connection with say a bands’ song being released for sale, it refers to the fact that radio stations have access to it to play on air so that folks can hear it and think “Hey I like that tune, I am going to go and buy it when it gets released!”. Hence, the DJ saying “And coming up next, we have an exclusive pre-release play on air of ……………..’s new single and we sure it is going to go straight into the charts at Number 1!”

If they didn’t get first dibs with the system of pre-release plays, no band or artist could ever hit the charts running, in the No1 spot!

It’s not stupid — NEVER put yourself down! In the entertainment industry, music and movies are sometimes put out early. For example a radio station may get a song before you and I can buy it in a store. That is a “pre-release.”

The root release means: let go, free, discharge, liberate, let loose, leave go of (when used as a verb)

Therefore, in my humble opinion – I believe that it would be prior to being released or in preparation for release. Such as preparing to release an eagle or other wildlife as an example.
