It means, your elevator doesn,t go all the way to the top floor, or, you are a few sandwiches short of a picnic, or you aren’t the sharpest tool in the shed, or you aren’t the full packet of biscuits, get the idea? same saying as, As Dumb As Dog S%it

As us hicks say: You ain’t the sharpest tool in the shed. You don’t have both oars in the water. Dumb as a box of rocks. Dumb as a dyed blonde on the railroad tracks followin’ a trail. If your mouth was full of sh*t you wouldn’t have the brains to spit it out. Are your eyes brown? “Cause looks to me like you got shi= for brains. Lights on, but nobody’s home. Just what it Say’s dumb as a sack of hammer, it mean slow to catch on to a conversation, and when a person has to repeat them self over and over and you still don’t understand.

I do believe it is just another variation of the typical line:

“Dumb as a (insert object not known for decision-making skills here)”

I don’t really see how it could mean anything. I personally prefer either “Not the sharpest knife in the drawer” or “Not the brightest bulb on the Xmas tree.”
