A complete sentence requires a subject an a verb.
I AM is a complete sentence.
Examples of dependent clauses:
BECAUSE i AM HUNGRY
IF I DEVELOP MY SKILLS
Both of these need more to become complete sentence. They are dependent clauses–that is, they are fragments, to use your teminology. They need to modify independent clauses.
BECAUSE i AM HUNGRY, I AM GOING TO EAT
IF I DEVELOP MY SKILLS, I WILL WIN THE CONTEST.

dependent words/clauses are such that are subsidiary to the main subject clause, e.g. ‘She went to the shops’ (main) ‘but when she got there it was closed ‘(dependent on main clause) .
