NO. The correct word is hearable. It means that you cannot hear it. Also, the sentence you wrote in English is written this way:

I mean, when somebody has called you on the phone but you cannot hear their voice, can you say that their voice is not hearable? Then the answer is yes you can.

Somebody can also be replaced with someone in that sentence and you can replace the words has called you with calls you and the word but with the word and. You can also change the word hearable to the word audible. Then it would read this way:

I mean, when someone calls you on the phone and you cannot hear their voice, can you say that their voice is not audible?

Hope that helps.

Inaudible would be the proper word for not being able to be heard. There is no such word as heardable. For example, your voice was inaudible over the phone. Or you could say: I was unable to hear you.

The word is ‘audible’. However, most people wouldn’t use this in everyday conversation. If you’re speaking to a friend on the phone and you can’t hear them you’d just say:

I can’t hear you.

or

I can hardly hear you.

‘Hearable’ is a word in the dictionary, but ‘audible’ is used more often because it has an opposite ‘inaudible’. ‘Hearable’ doesn’t have this, ‘unhearable’ went out of use several hundred years ago.

I think the word you are looking for is “audible”. You could say that their voice is not audible.
