It’s probably OK.

If the first paragraph is introducing the topic, saying, “One can’t be too careful among strangers” because you could get mugged,

then later you could say,

“We need to protect ourselves in big cities. We must be alert to muggers”, etc.

That would work.

That’s not advisable. You need consistency when addressing your audience in an essay, especially a paper written in college. You might be able to skate by with that in high school, but I’m sure whomever is grading it will notice. You never use first or third person in a formal paper, unless the topic expressly requires your opinion. For instance, “What is the current state of relations between France and the United States today, and in your view, what can be done to repair the problems between them.” In this sort of paper, you could use I or we. But for the paper you are writing, I suggest using one or the passive voice.

Ex. We must learn the origins…

Passive voice: The origins must be learned (discovered) etc.

Hope that helps! πŸ™‚

If you use “I believe” in the first paragraph and “We” in the next, yes. If you take out the “I believe” ( and it’s better to do so), no.

I agree with Ms. educated emboidery πŸ™‚ but do you have a “no first person rule”? Some teachers do have that, and “We” is first person.
