How/where did the term “flake/flaking” originate?

As in terms of not showing up to a meeting.

I don’t see how “not showing up” and the word “flake” correlate. Is it like “flaking off from the whole” kind of thing?

I suspect that ‘flake’ refers to pretty snowflakes that are delightful to view but do not last and cannot be relied on in a crisis.
