In Microsoft Word, hold down CTRL and SHIFT, then hit the tilde (“~”) key. Then hit the letter you want to put the tilde over.
I don’t know how to do it on Yahoo! When I need one, I usually type it up on Word and then copy-and-paste it here.

I don’t know how to on this site, I don’t think there’s any way to do it,—but in a word processing program, open the Tools menu (might be Edit or Format, I’ve forgotten) and find Symbols, where you’ll then eventually find ~, and you can put it over the letter in question by just centering it over that letter.
