I think it means. People who act like everything is worthy of intensity. Too much emotion. Kind of the way you feel during certain times of the month, Only all of the time.

Yes, emo is short for emotional. But I usually see it used as refering to depressed, or melancholy peopel. Thos absorbed in their pain, or the pain of others.
