Well, as we are talking English, you have spelt “to” wrong, it should be “too”

People – sentences starting with there and here have the subject after the verb. Just invert the sentence: Too many people are on the elevator. Elevator is an object; prepositional phrases never contain the subject of the sentence. For those who say elevator, just take on the elevator out of the sentence. This isolates the subject.
