Could you please paraphrase the last sentence in the second paragraph?

Whilst awaiting confirmation from from Hotel A about the possibility of the six days’ reservation for His Excellency made by the Secretariat for His Excellency, we would also, with your consent, seek to arrange accommodation in another suitable hotel close to the Conference area should the need arise for an alternate or emergency venue for His Excellency’s stay.

Therefore, we would like to request your prior approval to allow us to book a hotel room for His Excellency in case of unexpected occurrence. *However, it could be cancelled when we’ve got the room reservation in Hotel A.*

At the time of writing this letter (memo, note, etc.) there is some doubt as to whether we (the conference organisers) will be able to secure a room booking in Hotel A (which is, presumably the hotel where the conference will be held), therefore, as a back-up plan, we’d like to go ahead and arrange a room booking at Hotel B (close to the conference hotel A) which we are sure we can get. “In the event that we are able to obtain the desired room booking at A, we will cancel the B room booking (so you won’t end up paying for 2 room bookings)”.
