Can someone please explain what this sentence means?

…Open to legal residents of the 50 United States and the District of Columbia who are ages 13-18 years of age at time of entry..

Does that mean ONLY the residents of the united states can enter that particular competition? Please explain what it means thank you.

Yes, only to legal residents, ages 13-18, of the U.S. and D.C.

Other countries have different laws regarding contests and things so to avoid legal issues they are restricted to just legal residents of the U.S.

yes, anybody age 13 through 18 who is a LEGAL resident of any of the 50 United States and Washington DC can enter.

that means you have to be either a US citizen or a resient alien. no illegal immigrants/refugees can enter the contest

Yes, only U.S. residents can enter. “At the time of entry” means that you must be 13-18 when you enter the contest.

Yes, it does. There are many laws that apply to contests, and there is also a marketing strategy that is considered when giving away “freebies”. Whatever rules are set, are set. If you did happen to win a contest and were not qualified to win according to the rules, you would absolutely be denied the prize.
