Can anyone please transfer this into something that could be easier understood ?

Both answers above mine are good ones, and if we are all interpreting it correctly, I think a good example would be tree removal – the landowner can remove dead branches from the ground, by hand, and take them somewhere else on the property, but cannot actually cut a tree down using axe, saw, bulldozer, etc.

It means if he cannot do it himself, with his own hands, he cannot employ anyone else, or use a machine to do it.
