Because we are talking about humans, ‘that’ should be ‘who’!

I’d recast the sentence to read: “We have civilian due process rights for criminals prosecuted by the government.”
Also the word “civilian” may be superfluous unless the context of the article had to do with non-civilian entities.

makes it sound like the rights are prosecuted when it is really the criminals.
