I always would say an S because I feel that S starts with a vowel sound… But I’m really not sure. I would just like to know if it is proper to say an S or a S (and with any other letters that start with vowel sounds.”

It is absolutely correct to say that “an S”, because the pronunciation of the letter ‘s’ is “es” , which is a vowel sound.
Here is a small example to differentiate the two:
If a man is from Special Task Force (STF), we can say :
(1) He is a Special Task Force person.
(2) He is an STF person.
Hope this throws some light on the difference between the two !
