One comment–your statement that you think your Enlgish will never improve is very humble, but in error. You write rather well, and your ability to speak and listen to English can only improve with practice. Being in a university with many Chinese should not be a barrier to your learning English well–you’ll wind up in classes, working in groups with native-born Americans and listening to professors lecture in American English. Be patient!
For accounting, the important thing is to earn the CPA after graduating; any accredited college can give you that. Now, if your goal is to enter one of the top accounting firms right after graduating, you might aim for one of the Ivy League colleges. Otherwise, CUNY or SUNY ought to be a good cost-to-benefit ratio.
You’ll want to make certain that your campus has a good office of international student affairs and ESL program that includes U.S. conversation partners. I’d expect that most of them do provide such services–being large campuses in a multi-ethnic metropolis–but it will do you well to check.
