I would highly recommend the Open University. I did my first degree with them by correspondence and went on to get my PhD, working full time at their headquarters in MIlton Keynes (Walton Hall).
I got a grant from my regional council to cover my OU costs, but that was long before the days of the Scottish Executive, so I’m not sure about that.
The OU themselves also have a fund to cover the course fees of Unemployed students. I did a couple of years of OU courses while Unemployed and only had to contribute £10 p.a towards it then.
I must stress that I finished my first OU degree in 1990 though, so things may have changed since then. All the required info should be on their web site.
