Pretty much the first couple months you become a senior. You need to find out the deadline for early deicision for the university you want to go to so you know when to apply by.

you should start looking at colleges as early as you want – that way your decisions of where to apply will be informed
as for early decision, you can ONLY do that your senior year. also, it isnt just early decision (which is binding, meaning if you’re accepted through early decision – you HAVE to go to that school and all your other applications are cancelled)
some schools have early action, which ISN’T binding.
regardless, these early deadlines are around november – whereas regukar deadlines are in dec/jan of your senior year

Decide in the summer between Jr and Sr years and then apply before the date specified by your college of choice. This is usually a date in October of the senior year.

senior year. early decision (i believe is the legally binding of the 2) is jsut saying that if you are accepted then you are definitely going to their school and you cannot accept any other schools options. honestly, unless it is the ONLY shcool you want to go to, i wouldnt do it because they may not give you as much money as another school would, or you dont like the campus, etc.
