Offer is generally used when someone wants to do something for you or to do something for someone.

He offered to take me to work while my car was in the shop. I didn’t want it to seem like a hand out, but I made an offer of $200 for his old stereo since he’s flat broke.

Proposal is more professional and is terms of a compromise or a conclusion.

I would like to make a proposal that we buy the following investment property.

Suggestion is normally used to provide advice.

It’s my suggestion that you go see a doctor, that cut on your hand looks infected.

It really depends on how you’re using the word in a sentence. ” I’ll offer you a 3 year 20 million dollar deal, if you play for my team” Thats when you are in a position to give someone something……….” I propose that we eat italian food for lunch” or ” You’ll have my proposal on your desk monday morning” one way means to suggest, the other a written document of what you are offering someone…….A suggestion, is actually a thought that you offer someone else. ” Let me make a suggestion, we should go to hawaii instead of iowa this year”……hope this helps

SUGGESTION WOULD NEVER BE USED WIT H OFFER AND/OR PROPOSAL. TECHNICALLY A PROPOSAL IS AN OFFER…GENERALLY MORE COMPLEX THAN A BID AS BIDS ONLY DEAL WITH AN OFFERED PRICE WHEREAS A PROPOSAL NOT ONLY HAS A PRICE BUT OFTEN A METHOD. HISTORICALLY PROPOSALS MAY BE SUBJECT TO NEGOTIATIONS ..NOT SO WITH BIDS… HOPE THIS HELPS
