It depends on the college. Some require both, others require one or the other. Some don’t even want either.
I suggest going to the website of the college that you have in mind. They always have information on application standards and requirements. You could also try contacting them if you need more information.

No, most colleges want one or the other. You could submit both if you wanted. And in some places, ACT matters more than the SAT because the SAT is just seen as a ridiculous examination. So no, you don’t have to submit both.
