It all depends on the school. At a large state school you will find a smaller class size and more dedicated students. However, if you go to a good liberal arts college, your entire community will be like this (not just a super small subsection of the community). There is something to be said about an entire community that engages in serious and rigorous academics compared to a school that quarters off a few select students.

Honors programs at individual schools will vary school to school. If you are considering any programs, ask to talk to a faculty representative from the program. S/he should be able to highlight the nature of the program and what it will do for students/what types of students will do well in the program.
