focus on larger technical schools – any of your state schools will provide a good circulum. Look to how well the graduate program performs – good graduate programs indicate better professors – look to how many Nobels, paper written, grants accepted, etc.
stay away from your intimate liberal arts schools – like the smaller ones in the East. these are not as well funded in these areas and the better professors tend to stay away with less resources for research.
all programs are nearly equivalent throughout the country – the difference is the professors and makes the big difference. At the smaller schools, the professors read about how the particular processes work – at the bigger technical and state schools, they actually do those processes.
U Mich or Mich State are two top state ones – Stanford, if you can afford it.
