Humans hate being used. While someone might do something if he believes it is for the greater good, they might not be so willing if they knew the whole picture.

For example, in the Star Wars prequel trilogy Palpatine created two armies to kill each other severely weakening the Republic. If either side had figured out what was going on earlier they could have turned around and crushed him.
