Some teacher’s editions have the answers but they also have class guides for each subject. It may be a pain in the butt for you to read through because the lay-out of the book is quite different in most cases. It may not have Everything per say that the student readers have. If you are a cheater then you will keep the book and be investigated for suddenly becoming a straight A student but I’d advise you to get the student book.

P.S. not all teacher’s editions have the answers, it depends.

I have had the teacher edition of a political science textbook and it didn’t help me out any more than the regular student edition would have. As for previous editions, generally they contain the same information (unless there has been some major discovery in the field in the past year, obviously) but sometimes critical chapters are missing. If this is the case you could borrow a book from someone who has the newest edition when you get to those parts of the course. Sometimes if you ask the professor they will tell you that it’s ok to get the previous edition and save some money. They are probably the best person to ask about editions for a particular class.

Of course it depends on the particular publisher and the textbook itself.

If the edition is the same it should include all of the information in the student edition.

As a bonus you may get an emphasis on the important points. Suggested class activities and answers to the questions.

It is a ethics violation for a student to posess a teachers edition of a textbook. Might even get you tossed from college.
