Yes, they are open for the public to browse and read books but you cannot use computers, print, or check out periodicals or books

What do you mean by “open”? Typically, the public can enter, browse, hang out and use the resources. In some cases, they can check out materials with special community library cards. But this isn’t always the case. Also, sometimes the public can’t use the computers if doing so requires a student ID login. But some universities offer special logins to community members.

It depends on whether the library has coordinated a program with the surrounding city or metro area. The reference librarian will be able to tell you whether this is the case.

Yes but normally if want to check-out something you have to get a borrower’s permit or a library card of some sort.
