The University of Connecticut is simply the University you go to if you live in Connecticut and you weren’t accepted in to a really good college.
It is a small state that can not afford to operate really good state college so they have what they have.
Being highly rated state college means nothing state colleges are where you go if you can’t get into a serious University.
If you are forced to go there, make the best of it but if you can get into a school that excels in your area of interest do that instead.
