I think this is due to managers being politicians rather than industrial engineer types. I think management as a degree also suffered in the 90’s due to so many management fads. The upper-management positions tend to come from the financial management field.

Even having said this many companies are investing heavy in six sigma and TPM type programs that are industrial engineering improvement programs.
