Just wondering how the general process of enrolling into a CC works. Is there as much requirements needed such as an SAT or ACT score or essays and interviews?

You usually just have to fill out an application.

The one I work at requires students take a placement test. It has math, reading, and writing sections. The scores determine in what classes students can enroll.

I think it is much easier to start out at a community college and then transfer to a four-year university. Community colleges have smaller classes and more personal attention in the important freshman and sophomore level classes.
