Generally you have to fulfill certain general education requirements (at Berkeley they’re called ‘breadth’ requirements) as well as the requirements for your majors.
Double majors generally have less freedom in choosing their classes, because you need to take classes for both majors instead of just one. Still, if you’re passionate about both subjects, I’d encourage it.
To answer your question, you will almost definitely have to schedule both majors in for each year. Every semester you should aim to fit in as many classes as possible from each major, and also do your general education requirements. You also need to keep in mind the deadlines for declaring a major. If you do them one by one, it is less efficient, and you may find it difficult to finish on time.
I suggest checking with an adviser from each department and seeing what they recommend in terms of specific scheduling questions.
