It does depend on the college. Very high-ranking schools like the Ivies look at the applications, and if the GPA or SAT score of the applicant doesn’t meet their requirement, they’ll just throw out the whole application without looking at it (there are exceptions of course–not every Ivy does this–so if you ALMOST have the grades and want to apply, just do it.)
Private liberal arts colleges often really look at your essays and your teacher recommendations. Schools like that would be like…Hampshire, Mount Holyoke College, Vassar, Bard, etc.

Sadly yes – consider this, most schools may look at around 25,000 applicants – looking at two sets of numbers to filter out who’s who will really help.
This is done with the help of admissions software to weed out the basics, typically.

it really depends on the college. for ivies, your transcript (grades) are definitely the most important. some schools place more emphasis on essays (i.e. sarah lawrence) or on extracurriculars.
