Regarding admissions, what do schools mean when they say that most of their students are in the top 10th?

I would like to apply to UVA and i was looking at its website and it said “Among first-year students, 88% ranked in the top 10th of their secondary school classes. ”

Does that mean the top 10 percentile or the top 10 students in terms of rank? For example, in a class of say 200 students do they mean the top 20 students (10%) or the top 10 students (based strictly on rank)?

I will say the school is an “A” school from an education

point of view, their academic achievements are in high

ranking among Universities. Degrees from schools like

that are given priority in the workplace.
