First a good teacher is a person who has both enough knowledge, and or experience in the subject material they are to teach, or is willing to learn more about it as time goes on, and does not solely rely on a textbook provided as the source.

Second a good teacher can break down the materials that need to be taught in a manner that multiple students will be able to understand the concepts that are taught, or can bring alive a subject so that they not only can hold the students attention, but also ignite a spark so the student will want to learn more about it on his/her own.

This is not determined by a “degree” but rather by the kind of person the teacher is, and how much they believe in what they do.

I do not put much stock in certification requirements – that is paperwork that does not necessarily reflect the abilities and motivation of a teacher. I believe that the highly qualified teacher is one willing to meet current academic, financial, and political challenges presented by the students and school environment. The teacher is willing to listen and learn new things every day, all so the students before him/her will be better for it.

I have been a teacher and teach privately and have done so 38 years. I work with music students and disabled children and adults. I have no degree, was certified by the state a long time back but I quit college and hired my professor to tutor me in how people learn. I did and I do. I have trained Master and Doctor level ‘teachers’ how to teach, and a lot of them washed out and couldn’t do it.

There is really no such thing as a teacher. All there is is learning. A good teacher will be able to manipulate the learning enivornment so there is an opportunity for learning and experience to happen.

In my district, it means that you have a degree in the actual area that you are teaching in. For elementary teachers, it’s not that big of a problem. It becomes a problem with special ed and middle school and high school. Sometimes special ed teachers teach a self contained class on one particular subject. They may be licensed for special ed, but not for the subject area. So highly qualified means that they should be a licensed special ed teacher as well as licensed in the subject area.

Highly qualified means you have sufficiently mastered the subject matter AND how to teach it.

The rules about degrees and licenses are an objective but imperfect way of defining this.

In our school district, highly qualified means having at least a master’s degree. It may mean something else in other districts.
