The difference in shall and will is intent. Shall/should, will/would.

“I plan to drown! Nobody will promise to save me!”

“I fully intend to drown! Nobody plans to save me!”

Neither one would work. People would hear that and say “Who IS that wierdo? I don’t want to get near him.”

It would probably be better to yell “Fire! Fire!” because people would look at the person and say “Fire? In the water? He must be delirious from drowning, we’d better save him quick!”
