Many European universities offer degree programs in translation and interpretation.
Harder to find such a program in the US.

You could go to any 4 year college or university and major in a foreign language. Take enough classes to become proficient in it. I’ve never heard of a “translator” degree; only degrees in the specific foreign language you intend to translate for. Maybe do a minor in communication, too.
