A hazard is something that can cause harm. Risk is the likelihood of that hazard being realised. E.g. A bottle of bleach is a hazard (the bleach in the bottle can harm you). If the bottle has its cap on and stored away safely, the risk of harm is low. However, if the bottle has no cap, and is placed near the edge of, say, a table then the risk of harm is high.
