Should I take the English & US History SAT II if I’m going to take the AP Exam for those subjects anyway?

They serve totally different purposes, too. The SAT is occasionally used for placement or (more rarely) credit and tests high school curriculum knowledge. They’re used for admissions mostly. AP is originally intended to be used for placement or credit, not so much for admissions. It tests college material and is completely different in format.
You probably shouldn’t base your decision on whether to take the SAT literature test on the fact that you are taking an AP English course. You should probably decide that based on your critical reading score on the PSAT or SAT or your ability to (in a timed setting) read multiple choice passages and answer questions about them. You can usually get through the AP English exam by your ability to write good essays if you can do reasonably well (as in like at least 1/3 correct) on the Multiple Choice reading passages. That won’t be the case on the SAT lit exam–it tests your ability to read passages.
If you aren’t so strong at reading passages quickly and answering questions about them quickly, it may be a better idea to take one of the math tests or to pick another area.
