Not if it is an immigrant that has not learned to read and write English, no. That is not a disability. I repeat, that is not a disability and you will not qualify under those circumstances. If it is due to a true physical or mental disability, which the doctors that the Social Security Administration choose for you will evaluate and determine, then yes.

SSI is NOT easy to get and it’s a FEDERAL program not just a California program…. I have it because I have a terminal illness—but it is only supposed to be for people with a disability or illness that makes it impossible for them to work… a person who cannot read or write still has the capability to WORK so therefore, UNLESS THE PERSON WAS BLIND, he or she should NOT have gotten disability….and I really don’t see how they COULD–UNLESS maybe there is another problem you might know NOTHING ABOUT……. sometimes a person doesn’t have to LOOK disabled to BE disabled!!!!!!

I do know of a few cases where people who have HS Diplomas and cannot read or write have been awarded SSI benefits. I believe there was a court case regarding the stated public schools not preparing students for adulthood or something. But I am not sure of all the guidelines or requirements.

Yes. however if this person you are speaking upon is not a u.s citizen then it may be harder. regardless of what these people are telling you you may apply you may not receive it and get an appeal to fight it. Not being Able to read or write is a disability ! If not being able to read or write in English the primary language for the US. is preventing one from being able to attain employment or is a minor child you have more probability to receive benefits
