I’m not sure if I completely understand your question, but I’m going to take a stab at it anyway.

Vietnam’s lower education (K-12) is exceptional if a child is able to attend school. Their system is solid with core studies (reading, writing, mathematics). The Vietnam school day and school year being a little longer than in American schools. Because of that, students usually have attended school about two years longer by the time they graduate from their version of high school compared to a student graduating from an American high school.

Vietnamese high school graduates used to have two options after graduating, which was college or the military. Now, they may enter trade schools or go directly into the workforce.

Vietnam has numerous colleges, universities and trade schools, but they are nowhere near the level of America’s system. Those who graduate with a degree from many of the Vietnam universities actually has the equivalent of an associate (2-year) degree in America.

In summary: Vietnam has an advantage in general education, but falls short in advanced education.
