The actual phrase is:

The Empire is Law. The Law is sacred. Praise be Akatosh and all the nine divines.

Akatosh (Dragon God of Time): Akatosh is the chief deity of the Nine Divines (the prescribed religious cults of Cyrodiil and its provinces), and one of two deities found in every Tamrielic religion (the other is Lorkhan). He is generally considered to be the first of the Gods to form in the Beginning Place; after his establishment, other spirits found the process of being easier and the various pantheons of the world emerged. He is the ultimate God of the Cyrodilic Empire, where he embodies the qualities of endurance, invincibility, and everlasting legitimacy.

At the end of The Elder Scrolls IV: Oblivion, Martin Septim changes into an avatar of Akatosh in order to defeat Mehrunes Dagon in combat in the Imperial City. He is later turned to stone, still trapped as the avatar. This statue can be activated, like a shrine, and gives two extremely long lasting blessings, one of Personality and one of Luck.

The Collector’s Edition include a strategy guide, a making of documentary, and a special edition gold septim coin.

I believe what you are describing is a coin that was issued in a “Collectors Edition” of a computer game. See if this looks familiar (about halfway down the page)
